One thing about Wordpress hero images I dont get

So I uploaded a new hero image on my personal website I created with wordpress and it looks great on iPad form which I originally uploaded from and used a text editor to enter some text with and a small fix with white myst coming from backrgound to make the text more readable in a specific font I just fell in love with due to its storybook nature. Anyway, the image showed up a bit blurry in native full resolution form even though the image looked fine when in various image editors and even on preview on my Mac. It looks like it upscaled and became blurry, but the original images I used were either 1200x400 or the full size I wanted at first before changing my mind seeing the results of the max the wordpress API seems to handle which is around 299x937 or so.

I eventually got an image by resizing it to a certain but not full length but only on my iPad or tablets, it still looks a bit blurry with text barely readable on desktops it seems. Anyone know why?

The text is not too readable on my Macbook Air, but looks fine and exactly as I intended on my iPad and I presume tablets. Anyone can let me know why this is? I also tried uploading the max resolution image so it doesn't look blurry on desktops to what Wordpress can handle in width which seems to be around 937 pixels.

However, even when downscaling to this number form 1200x400 which is the size I originally uploaded or pure 937x300 which I had another image saved in my Wordpress media ready already, it still seems blurry or resampled/downscaled strangely, but only on desktops.

I also ran both images through various options in terms of resizing the logo or hero image and there doesn't seem to be a set way Wordpress does it. There are 20 divisions of sizes but when I divided both images in the width by 20 the numbers did not add up to the way Wordpress was scaling it exactly or even that close (50 vs 60 pixels for one) and sometimes wordpress would scale the width by one number and other times by a little bit different of a number.

Also there doesnt seem to be a way to set an exact resolution you want. Maybe with plugins but without them it just uploads, crops and forces you to use the slider which doesnt even divide exactly each time nor does it line up to the image resolutions being divided by 20 times since there are 20 size options. It seems all chaotic the way Wordpress did it and all.
