Foreign policy is important. Veto power doesn't mean much. Mostly it's a deeply important role because we still have vestigial neuro-psychological features that compel us towards a "strongman" model of human organization. Revolution is a fascinating event, to really feel the material nature of belief, to realize "power" is only existent insofar as we subjugate ourselves and accept the authority of another.
Like think about all the generations that have passed where multi-human organization of increasingly large scale has had the day. Tribes conquer over individuals, empires over cities. Evolution moves towards increasing complexity and society is mereologically greater than any of their component-individuals. It's no longer survival of the fittest. We're cells within a larger organism and our personal fitness is largely irrelevant, our aggregate behaviour is what defines us in the meta-system. It's like fractals maaaannnnnn.

Obama's presidency is a great place to look if you want to realize just how limited the office is today. Like Lanny said, foreign policy is really the only place where he's free to call the shots, and even then he has to think hard about consequences both abroad and at home - this is part of why we've seen the rise of drone warfare, so that he doesn't always have to be held accountable for doing his job. That kind of paranoia is the result of the bunch of petty, rat-faced conservatives that overran Congress in the midterm election following his inauguration; when they slander him and block his every legislative motion, he becomes secretive and calculating. It's why he doubles down on military intelligence briefings and it's why Hillary hides her emails. Our Republicans are babies and our Democrats are bitches.
