It boots up, but I'm not getting any video.
The gpu is a 38xx or 37xx radeon.
This was working just fine earlier and I haven't disconnected anything.
The weird thing is though that I did get video earlier just now, I got the boot screen and a "boot mngr missing" error and then when I turned it off and rebooted now get nothing.

Either your drivers got corrupted/wiped or the CMOS battery ran down and the BIOS setting for video was set to a default which is incompatible to your actual card.

Check the video cable and connections.

I have tried plugging it in and out several times, I tried rebooting etc
idk what the hell the problem could be

it looks like there is some sort of register between the gpu and the tv but nothing shows up

go into the driver port and remove it. Delete driver for video card.

and reboot it. it will reinstall it.

In the CMOS bios, there several video modes. There is also a default video mode, so when your CMOS coin battery runs out, the BIOS resets back to the default, which may be incompatible with the video mode required.

Try reseating your RAM chips and reboot.

You have to take a magnet at it but remove the RAM first otherwise you will damage the other components. This will reset it and cause your computer to automatically reinstall the driver.

means there's a problem with your harddrive

the fact that it detects the drive but can't load the boot manager probably means it was either wiped or hardware failure
