Hypothetically I mean, they could just be CIA mind control puppets, but even if they are, it would be hilarious to do some robin hood type shit (and not get caught of course) and claim to be ISIS doing it, so they end up looking like the good guys. Like, claim to be ISIS, and then start bombing Verizon and terrorizing/sniping their employees so they live in fear constantly, stealing their money and giving it to the poor while claiming that it's anti-islamic to install 5G everywhere. Shit like that. Just target whoever you don't like, and claim it's the work of ISIS lmao
