I agree this does exist. I think Oakland California PD has had a lot of problems with multiple shit. the 4 OPD some years back or so who would steal drugs and money from the people they arrested. they finally got caught. then this story back in 2017 of a Police Chief in Oakland being questioned about missing Cocaine in the evidence room or something. then of course the 12 cops from OPD who took a 16 year old prostitute (Daughter of a 9-1-1 OPD dispatcher) to a Coast Guard h*anger and each took their turn with her. one officer who couldn't deal with what he did to her told his wife. I think she committed suicide so he wrote a tell all letter to the media of what all these fellow officers did and then he took his own life.
2 San Francisco Cops who had sex with minors had a shootout with cops. One in Richmond at Hilltop Mall not far from me.
And then some cops and a Battalion FD chief were found to have had underage children pornography. all the cops involved with the underage sex in Oakland had their cases dismissed. the girl who turned 17 and her Mother sued the city. She got like close to a Million Dollars of tax payers money. but it's clear drug running and sex rings take place. I doubt it's even close to a large percent of the police force or that most cops knew of this. but hand picking and corruption seems to be taking place in this country and others.

The CIA and Army intelligence(but all branches of military intelligence) along with other intelligence agencies, saw this as a way to control (mind control/mkultra) society quite effectively. Steven King wrote a book called Cat's Eye. It gives a pretty good example of gang stalking also called Cause Stalking. In that, a guy seeks treatment to quit smoking, he realizes that this place he goes to in order to seek help is effective, but it starts getting strange when he realizes people are stalking him everywhere he goes... To make sure he doesn't smoke. Each time they catch him, they punish him in some way. Everything they do, believe it or not however fucked up it seems, to punish this guy, even to this day isn't off limits depending on the particular Targeted Individual's case or situation. Sometimes the goal is to enforce a certain behavior or form of morality, other times it's simply a medical experiment, using humans as guinea pigs.

Companies like AT&T, Facebook, Amazon and Microsoft are making huge profits from this hive-mind technology. Some of them are simply implementing the technology, some are developing the AI algorithms to more effectively thought-enhancement populations, cities, sections of cities, etc.

I think blacklisting them from certain stores would work better. Ban clerks from selling them alcohol or cigarettes if necessary. That's not V2K, it's just piezoelectric/bone conduction hearing/microphone. You can record the voices by recording the cochlear microphonic potential using a non contact capacative sensor and amplifying with an instrumentation amplifier with high input impedence, low noise, large CMMR rejection (Burr Brown INA116 available from Texas Instruments). The voices will appear in the recorded signal. The cochlear microphonic potential contains everything that you hear that originates from an external stimulus. Electromagnetic waves do not penetrate the skull since the skull is a conductor it shields the brain. Not too uncommon in that line of work. That guy may actually have a mutation which allows him to hear conversations he isn't supposed to like the girl in "Eavesdropper" or they were seeing if he could be selected for a more paranoia inducing branch of special forces or intelligence work. Maybe ISA.
There was actually a recent case of a man and his daughter who kept hearing the same conversations of different people in their heads. Turned out it was a mutation which allowed them to hear directly through radio waves, no V2K technology involved. They were hearing conversations through a cell tower. Interesting information though.
EDIT: telepathic hearing is similar to V2K and the mutation I described, but it allows a person to hear through frequencies and vibrations mostly unknown for this sort of thing. They can of course, be recorded in a similar manner. An awful lot of information passes into the human brain at any given second, but most is ignored, enhancemented out by the conscious mind. Telepathic hearing usually has something to do with paranoia and dissociative states of mind that activates it and prevents those enhancements from enhancementing out certain information as they would normally. This is purposely kept turned off in most people. People selected for certain intelligence agencies or special forces may be allowed to have this activated.

All of them - higher frequency may not penetrate as much, and is absorbed in the upper layers, while lower frequencies penetrate more, and may actually pass out the other side.
This is an issue for cellphones, since you’ve got a RF source right next to your head, and so some of that RF energy goes into your skin, skull and other tissues and is absorbed there, making it hot.
In practical terms, a microwave signal at 3GHz mostly reflects off the skin, then loses about 63% of its power in the first few centimeters, another 63% in the next few, and so forth. In general terms, the depth goes as 1/sqrt(f), so at 12 GHz (4 x greater frequency) it penetrates 1/2 as far before losing 63%.
Even without penetrating the skull into the brain, the EMF induces a heating expanding/contracting of the brain and thus a vibration is induced, so it works either way. At a higher power level, V2K becomes more dange-rous as it has more penetrating power and heating power towards the brain and other tissues.

Electrodes are likely safer, since you're not beaming a radio wave at GHz frequencies into your inner ear. Depends on individual physiology though I suppose.

dude, in the 1970s they discovered they could hear what the mind thinks by placing a probe on one part of the brain.
since then they have been able to pick it up with digital technology because analog would increase and decrease making it hard to trunk the frequency and hold it at such a low frequency (that 11hrz you spoke of, which is 8-12hrz)
when digital technology came into existence (off the shelf parts) it made it easier to obtain technology by making it yourself. someone was able to see what the eye sees though it's very pixlated. they can often make out the object. they realized this part of the brain also transmits thought. they were able to tap into this and see what object a person even thinks about. it was then later that someone was able to map out every word into a translator into text which people can read on their cell phone and they can tell patterns you're thinking off visually. and they can listen to your breathing and heart rate and blood pressure and so on. -
