Yes, apparently so, especially in those professions which are done by women, the young, or the marginalised, such as immigrants.
Unions are still going strong in the public sector though - those people are coddled beyond belief and at least here government workers earn far more than private sector workers.

I don't know about 'modern society'. I think the main reason it'd fail here or in the US (not sure about Europe) is the culture of not talking politics in a work or personal setting to avoid conflict as well as its increasingly confrontational nature.
The basis or downside to those systems, depending on who you ask, is that they are directly linked to the legitimacy of the government or ruling party - their power to change the status quo is limited. The Basij is an inherently Islamic organisation and the Communist Party, well, communist.
That doesn't mean you can't apply similar ideas though. If you could form groups or cells of people to become politically active - not in broad ideological terms but to discuss specific issues - you could eventually turn it into something akin to a union or lobby group that depends more on popularity than buying power. -
