2016-09-24 at 1:02 PM UTCYo OP, I got the same issue. I reset the circuit a couple of times until I get the JS to download and then I can log in. I have no idea why under some IPs just the javascript comes back as 403 forbidden.

You can select for certain exit nodes in your torrc config file fam.
