    If you had copyrighted work being "abused" first you contact the "distributor" or in the above example Paypal and through them have a cease and desist order sent.
    
    Just like if you download a movie illegally you might get a cease and desist from your ISP who were contacted by the copyright holder etc. It's not anonymous, it's just not publicly displayed.

    You can file a complaint with the court using the name of the business in the complaint and the court will find them if they are legit.
