You might want to look up the word "deterrent"...and breaking the law doesn't mean you were "free" to do so...again "Hindrance...a law is a hindrance to doing what you want/freedom...it doesn't PREVENT you from doing it.
You are not free to shoot your neighbor, but you can still physically do it, freedom would be the ability to do it without being locked up after the fact.
