    They were some of the most advanced people of the known world at the time, most importantly they had the wealth to utilize ideas that other countries/empires didn't and a military strong enough to seize those that did.
    A lot of what we take for granted was pioneered by the romans, central heating, running water, lots of things.
    But at the same time they were standing on the backs of the etruscans and the greeks, it's just the greeks were too busy being ass fucked to use anything they knew.

    Edit: They were also smart enough to recognise their weaknesses, the legions for instance were always supported by auxiliaries because the romans sucked at ranged combat besides sling and javelin and also sucked at cavalry so they gave that job to the lands they conquered.

    Only thing they really couldn't do well considering that is naval combat, surprising really for a nation nearly entirely surrounded by water.
