it's the same thought process behind why manufacturers used to ship base plates to china, have them machine it, send it back, and then have a real usa machinist fix their mess ups = cheap labor and cost.

I've done that myself, had chassis cut here in the US that were apparently too complicated for his metal shop to cut properly (he tried 3 times), sent them to Taiwan to paint/populate and silkscreen and then return to us. It's still cheaper than having it all done in the US. -
