The words "quid pro quo" are not the crime. Quid pro quo just means something for something. Corruption is provable by the fact that they offered to use their powers of office in exchange for personal political gain.
The problem is not him inquiring about an investigation that may or may not happen at some point, it's about him withholding Ukraine's aid on the condition that it does happen and within the timeframe he wanted, (acting contrary to our national commitment) for personal political gain.
Even whether or not he had actionable information is irrelevant if he took action selectively in order to undermine his political opponent.
And that is really the crux of it: are you honestly so massively fucking deluded that you actually believe, even at this point, that this inquest was to "find corruption" rather than an attempt to fuck over a political opponent?
