They aren't planning to lock Russia up. These reports were assessments by our intelligence apparatus. The objective is to give Congress a clear idea of what happened. Not to indict the entire nation of Russia and put it into country jail. What do you think the purpose of these documents is? For our intelligence agencies to misinform our legislature? Fuck off.
