If they are loaded. I have loaded a lot of chunks but all that does it increase the filesize of the server map file, should be a few GB by now

Loading chunks, active players data is handled by Minecraft single core CPU ram. Even fonaplats trash server handled multiple of us online plus the FBI and ghosts of Jeff hunter

Your server should be able to handle like a dozen people fly hacking at once (fast loading new chunks) minimum. Also 1.13/1..14 is notoriously trash for online so 1.15 should make it that much better

If we had 10 players online at once it would be a different story but I've never seen more than 5 online
