Distortion and delay/reverb at 0:58 in is repetitive enough to say this person lacks creativity. For a 7 minute mix, an additional overture taking another 2 minutes in is just cracker crumbs mixed into the meat as structure. Is this supposed to be Advant Garde?

It's liqued headache
You lack an ear for noise music, that's fine. The best thing you can do when approaching this type of music is to never try to apply music theory to it, otherwise you'll keep hitting a wall.
Noise music is about texture, atmosphere and the feeling one gets from being in that mindspace. Structure and musical rules need not apply. Let go of any notion or understanding of music you have accumulated over the course of your life and allow the sound to take over your senses.
