   The latter. No insurance is definitely better to caught with than no license at all. Here, if you dont have insurance when you're pulled over they actually give you 60 days to get insurance and theyll just drop the charge.

   I got caught driving without insurance on one of my cars but had a DL and a beer in my lap unopened. for driving passed a yellow light at midnight. I told them I didn't have the money for new insurance atm and was just planning on selling the car soon and they let me drive home
