So what is wrong with that? It makes perfect sense to me. The POTUS is the head of the USDOJ making him the top cop in the country. As POTUS he is bound by law and by treaty with the Ukraine to peruse possible corruption and or criminal wrong doing if he suspects it have occurred. The fact that Joe Biden admitted on camera to quid pro qou is cause for further investigation. When the DOJ is investigating a person they don't announce it publicly and conceal the investigation and related communications until such time as enough evidence is gathered to press charges.

Just like the mayor of a city can direct a police commissioner or city prosecutor to look into a possible criminal matter. In fact the POTUS is bound both by his oath of office and in this case a treaty with the Ukraine to investigate and work with Ukrainian law enforcement in matters of corruption that involves mutual involvement by officials or person from both nations. By speaking to the Ukraine president about the Joe Biden matter he was fufulling his oath of affice and his obligation under a treaty ratified by congress.
