i read the whistleblower report and it seemed like it came from a highly placed source, with a lot of reports [tactical speak for underlings].

The fact that he never actually heard the call and blew the rape whistle based on what someone else had told him, as well as where the CIA's loyalties tend to lie, indicate that he very likely did get the order from higher up the food chain.
Assuming that's the case I don't think the order came from Child Inspector Gordon even if he was involved - he always struck me as the type who perpetually had someone else elbow deep in him and never made decisions for himself. -

At a work event today one of the higher ups mentioned how brave this guy was for putting his career on the line.
