There were limits when the new states acceded, but they were phased out long ago.
Even though the UK (and Ireland) isn't in the Schengen area, all that means is they check passports at ports of entry, free movement within the EU applies.
It can get a little involved when it comes to claiming welfare in a different EU state, with minimum residency periods, etc. but lots of Poles avail themselves of welfare just fine here.
