If some people that agree would just do lone wolf attacks rather than trying to be part of a group, then it wouldn't really matter all that much if the group fell apart or was CIA the whole time.
Cool concept in a way though.
You can disband a group, or kill its members, or lock them up, but you can't really kill an idea or a message. The pen is mightier than the sword.
If people do these attacks, but don't say why they did it, it can't really benefit the government as much, especially if they don't get caught.
The goal is even more important than the message. -
