it's nothing new; the US developed something similar for riot control in like the 80s
there's not much hard information around on the device specifics, but I believe it's pretty much just a strobe light/laser that's finely tuned to fire at specific frequencies known to affect people

I was just talking about this sort of thing the other day. That a weapon which makes you hallucinate, or at least throws off your perception enough, that you can't aim. It would be pretty effective. If you've ever had an EEG scan of your brain you'd know light can fuck you up. The human skull is porous enough that a lot of different wavelengths have no trouble passing through enough to where, if you open your eyes during an EEG, you'll possibly have a seizure or halloucinate or both.
A weapon that did this, whether visible spectrum or radio wave based, or sound based, would be pretty useful.
