Remotely launched rocket launcher after some good long distance surveillance usually works on pretty much anyone. Kinda hard to escape that. It's a good thing I don't aspire to assassinate too many people, cause that'd be a lot of dead rich people.
EDIT: you can also add poison to the rocket so when it detonates, a cloud of poison with no antidote surrounds any survivors. In this documentary called "The deadly game" they mentioned detonating a case of TNT with a copper plate on it, activated by a laser and the target's limo entering the laser beam.
The timing was perfect and the target was the only one that died. Copper is incredibly malleable so it forms a spear when hit with a high explosive, and has a plasma tip on it, capable of cutting through several feet of solid steel if done correctly.
Hard to block that.

Remote neural monitoring is a thing though. The targets you'd assume are "important" will turn out to not be so important in most cases, as the intelligence agencies can scan your brain like a rolodex and learn what you're planning. If you have any kind of history of posting about a disdain for the establishment or the status quo, they know who you are, and they'll know what you're planning. It's very difficult to prevent them from picking up ELF waves and evoked potentials from your thoughts and memories...
More than likely, they won't prevent you from killing anyone, because to them, your targets aren't that important. When you find the real targets, the ones that really matter, they'll come out of nowhere and let you know, give you a cheeky smile to let you know that they're onto you.
