Been around since the 70s, but according to US mind control specialist/satanist and psychological operations expert for the US Army, Lt Colonel Michael Aquino, we don't use higher frequency waves as much to program people. They're easier to detect. Telepathy works on a quantum level, beyond the normal parts of the electromagnetic spectrum, it's much more difficult to detect and it's associated with ELF waves.
So we're using that because it's much harder to detect and harder to block.
The people causing the mass shootings are bolshevik globalists, and they're not necessarily leftists because they care so much about the ideology, but because it's appealing to the masses as it portrays globalism as a multicultural harmonious ideology where everyone is equal. Obviously to the rest of us, we know it doesn't actually aim to make anyone equal. It creates an upper class, destroys the middle class and leaves only the upper class and the serf class. That is the goal, subjugation and enslavement of everyone that isn't part of the elite crime families controlling everything behind the scenes with this advanced technology.
So in reality, it doesn't matter if they're freemasons, catholics, communists, whatever. What matters is that this cabal of psychopathic elitist scum welcomes anyone from any creed as long as their true goal is the worship of money and power. Then they fit right in with the agenda.
The truth is it's not just certain secret societies or political ideologies that are your enemy, it's two thirds of people being mindless zombies. Even if you tried to kill off all the people doing the mind-fuckery, the two thirds of lemmings left over would self-organize and try to immediately patch up what their masters had created, and the same hierarchy would re-create itself, albeit with a new group of power hungry shit bag psychopaths.

I know these people are telling the truth because it's been done to me as well. The majority of targets are quite a bit above average intelligence and are usually some kind of whistle blower or simply pissed off people with certain connections.
A lot of homeless people are being shipped to seattle to be experimented on by SIS (security industry specialists) and other "smart cities" that are connected to DoD. In that video, a guy who worked for them explains a bit about the process of targeting people. I've said before, it's the ultimate weapon. You can take over an entire city with directed energy weapons, without destroying any infrastructure at all. Why use bombs and bullets when you leave all your slaves intact by controlling their minds instead... -

the other things I wonder is if there is a layered reality and sometimes you're in the normal world and then people start behaving strangely and out of what is considered normal and then crosses back over. but you're the only one switching tracks or lanes.

When I used to smoke weed nonstop for years I would experience hallucinations, lots of auditory ones like what you were describing.
There is this phenomena where if you leave static (or in my case a fan) on in the background you'll sometimes hear faint voices and sounds in the background.
Occasionally I would have outright voices, like somebody telling me to "kill them all" (that could have been V2K idk).
Once I stopped smoking weed all the hallucinations went away. -
