You could also use a 50mt atomic bomb on it while it is still far out in the ocean and blow out the differential like you would blow out a candle, but new air from the currents would feed it again shortly thereafter.

He figures only they and he know about it, so it's like a coded message to them: I know what you are up to.

That and the milgram electro shock experiments pretty much indicate over two thirds of people regardless of race or nationality or gender will do what authority figures tell them to without question, the way sheep follow the shepherd.
