Yes, i thought "ought" implied more severe consequences on the part of the people not enforcing the standard it is supposedly talking about. Like when a person says: He ought to be hanged! They mean, it is an affront to society that this person is allowed to live. -

It's more of a southern thing. Even though I'm from the south I don't say "ought" but I've noticed older people that have lived in the south most their lives will say that and some other things.

"You should take the trash out" is present tense.
