Went to to get an SSI number they wouldn't give me one, went to get driving license they said you need and SSI number..when back to the SSI office and told them I needed an SSI number so I could get a driving license, they said "ok" then back to the DMV for the license...all on the same day.
If you have a legit reason for one they will give you one regardless of your immigration status. At the time I was on a 90 day visa. I know that's not relevant to being an Illegal immigrant but it's reasonable that a person on a 90 day visa could get an SSI number then default on that visa thus becoming an illegal with a legal SSI number.

He turned to the line and said loudly, "that's what we need here more English people".

I don't think there is such a thing as an "immigrant visa". I was on a K1 visa.
But doesn't really matter what the visa I was on was...the fact is I obtained it legally. First time I went to the SSI office they said you can't have an SSI unless you are a perm resident, applying to be one, a citizen or have a good reason.
When I went to the DMV they told me "Yeah just go back and tell them you need one for your DL"
I went back and told them that and they issued it because needing one to get a DL is a good and legit reason.
Outcome was I got an SSI # when my status was still on a K1 visa...which again was only valid for 90 days. There was no other visa or permanent resident application in process at the time. The point I made was it would be possible therefore for a brown person to do the same..then default on the visa (which I didn't) and have a legal SSI # while being an illegal immigrant.
