First you confuse "license" with "certificate" based simply on your googling and dictionary.com while completely failing to understand context and the differences between a license and a certificate. (You can google those too)

When talking about who issues carry licenses (which I was) it is "like the 50 states" versus who issues citizenship certificates...
There are STATE agencies...TXDPS for example...and there are Gov agencies..

2019-08-13 at 8:46 PM UTCThe ONLY document Texas DPS issues in relation to carrying a handgun is the "License to Carry" now if you feel a "certificate" you got from a gun class licenses you to carry a handgun in public you go ahead and try it.
One of the differences there would be the license is issued by the STATE AGENCY TXDPS...they don't issue anything that says "Certificate" on it as related to carrying a gun.
NO gun club, gun class, gun course can give you a license to carry, they can only give you the training necessary to pass the tests for the license which they then send to TXDPS who DECIDE on if THEY are going to issue the license.
There is absolutely no class you can take at a private company that will result in any certificate THEY issue to you as being a valid legal right to carry a handgun.
That would be the difference between a TXDPS issued license and a certificate issued at the end of some gun glass (as bare bottom had earlier suggested).
