Texas doesn't have a concealed gun license.
It doesn't say "licensed", it says "certified". Anyone can certify anyone for anything, doesn't mean the certificate is some legal requirement.
All that is needed for the statement to be true is that there are CCW classes, and they award a completion certificate.
They're probably learning how to CCW well, not fulfill some legal criterion. -

There are many CCW courses in Texas that offer a certificate. No part of the word "certificate" implies it is acknowledged by the government. You get your license to carry, then you might want a CCW class to know how to do it well.

Nobody said "licensed" to CCW. A certificate is not a license. You go to a driving class and get a certificate saying you know how to drive. That doesn't license you to drive a car, it means that the issuing authority certified your skills. Then you go to the DMV and demonstrate your skills to get your license from the government, which gives you the ability to operate the car on public roadways.

Asshole, READ CAREFULLY: Literally no one, including the article, claimed you needed a license to carry in public.
A certificate means the issuing body is vouching for your competence in a documented fashion. That's all. If you go to a gun class that issues a certificate, it means that somebody with the authority to verify your knowledge said "you're a-okay to do this".
