   He'd need to be declared mentally unfit by a judge. Just being schizo isn't enough. Even if you've been institutionalized multiple times. Pretty much you gotta get on welfare or have some court case where you are deemed too crazy to be responsible for yourself. And I don't think fona is on disability or anything.
