1. this won't work because all high-value military sites like that will have backup diesel generators

No. There is already a ridiculous amount of dissent among NK military. They're ready to fall apart at any minute. Do you not remember that soldier who got shot making a run for it? If they got in a war with the US they'd fall apart quickly and China would move to control the region. -

The Ohio class of nuclear-powered submarines is the sole class of ballistic missile submarines (SSBN) currently in service with the United States Navy. Fourteen of the eighteen boats are SSBNs, which, along with U.S. Air Force strategic bombers and intercontinental ballistic missiles, constitute the nuclear-deterrent triad of the U.S.[8] The remaining four have been converted from their initial roles as SSBNs to cruise missile submarines (SSGNs). The Ohio-class boats, each displacing 18,750 tons submerged, are the third largest submarines in the world, behind the 48,000-ton Typhoon class[9] and 24,000-ton Borei class[10] of the Russian Navy. The Ohio class replaced the Benjamin Franklin- and Lafayette-class SSBNs.[11]
The lead submarine of this class is the USS Ohio. The 14 Trident II SSBNs together carry about half of U.S. active strategic thermonuclear warheads. Although the Trident missiles have no preset targets when the submarines go on patrol,[citation needed] they can be given targets quickly, from the United States Strategic Command based in Nebraska,[12] using secure and constant radio communications links, including very low frequency systems. All the Ohio-class submarines, except for USS Henry M. Jackson, are named for U.S. states, which U.S. Navy tradition had previously reserved for battleships and cruisers.
The Ohio-class boats are the largest submarines ever built for the U.S. Navy. Two Russian Navy classes have larger total displacements: the Soviet-designed Typhoon-class submarines have over twice the total displacement, and Russia's Borei-class submarines have roughly 25% greater displacement, but the Ohio-class boats carry more missiles than either: 24 Trident missiles apiece, versus 16 by the Borei class (20 by the Borei II) and 20 by the Typhoon class.

The Nevada National Security Site[1] (N2S2[2] or NNSS), previously the Nevada Test Site (NTS), is a United States Department of Energy reservation located in southeastern Nye County, Nevada, about 65 miles (105 km) northwest of the city of Las Vegas. Formerly known as the Nevada Proving Grounds, the site was established on January 11, 1951 for the testing of nuclear devices, covering approximately 1,360 square miles (3,500 km2) of desert and mountainous terrain. Nuclear weapons testing at the Nevada Test Site began with a 1-kiloton-of-TNT (4.2 TJ) bomb dropped on Frenchman Flat on January 27, 1951. Many of the iconic images of the nuclear era come from the NTS. NNSS is operated by Mission Support and Test Services, LLC.
During the 1950s, the mushroom clouds, from the 100 atmospheric tests, could be seen from almost 100 mi (160 km) away. The city of Las Vegas experienced noticeable seismic effects, and the mushroom clouds, which could be seen from the downtown hotels, became tourist attractions. St. George, Utah, received the brunt of the fallout of above-ground nuclear testing in the Yucca Flats/Nevada Test Site. Westerly winds routinely carried the fallout of these tests directly through St. George and southern Utah.
