Not particularly sore i'd say, but to indicate youthfulness in a character, it would seem that in a lot of cases Japanese animators do weird stuff like make the knees a little more red than usual. You'll notice her elbows are a little more red than the rest of her body as well. When a young child plays they tend to stumble and fall a lot, if they are in fact bruises i can only assume it's to indicate playfulness.
