The law enforcement and intelligence agencies for sure, hell even(Especially) the state department and DOD. False flags happen, and the US lies with regards to matters of foreign policy and while i'm sure NASA has developed some technologies that were appropriated by the military. Their scientific work has been reviewed by thousands of scientists across the globe. The only instance that i can think of that has records of NASA lying was during the mission related to the Space Shuttle Columbia Disaster.
And really, that was a mercy. The space shuttle had been irreparably damaged during launch, ground control found out, but also learned that there was nothing that no one could have done to save the crew when they would re-enter The Earth's atmosphere. Sending a rescue mission would have taken way too long to get there and the astronauts would have starved/died of thirst before aid could have made it. And the space shuttle did not have teh materials aboard so that the astronauts could have done the repairs themselves. It was then decided to let the mission continue, and not tell the space shuttle crew. The mission was a success, the astronauts achieved their objective but tragically burned up upon re-entry. However, this death was the most humane considering the circumstances.
When the heat shield failed the shuttle would have been damaged and lost all pressure and oxygen, combined with the extreme heat, this means, they went out in a blaze, and more than likely weren't even conscious of the fact for more than 10 seconds as it transpired.
