But you can't just release a bunch of wild, starving dogs at a public park and claim you had no intention for anyone to get mauled.

Honestly, I have no idea if it would.
It might just depend on:
1. The extent of the damages done (like, say, if someone used her personal info to SWAT her... which could result in injury or even death if things go horribly wrong).
2. How good the prosecutor is.
3. How good the defense attorney is. -
