   No, or not yet anyway. Although it gives the government the power to disconnect the Russian internet from the global internet, this is not necessarily the intention. The main feature of the bill is to make a separate Russian internet which is independent of all other networks, so that other countries can't take down Russian sites, etc. I don't know how the tubes work, but thats what the bill says. The Russian internet will still be connected to the rest of the world.
   
   The other part of the bill, which is why people are saying that internet will be gone in Russia, is the creation of some kind of monitoring center. This center can be used for censorship. This center can ultimately lead to a chinese style national firewall, eventually. Maybe, who knows.
   
   Basically if the world isolates Russia completely in every way possible, they will still have their internal internet. And on this internal internet they government will watch everything you say.
