RPG Maker isn't a bad tool, and gives you everything you need to make a decent game, but the problem I always ran into was making unique assets. You don't want to waste a story on something you'll never be able to see profit on or franchise off of, so those assets are really key. You also want something that people can look at and know right away what it is. That isn't even touching on the sound and music either, because you'll also want something that people can hear in the background and recognize.
Overall story though? Easy. Side quests? Challenging if you want to make them worth it without making them too easy. Dialog can be a pain in the ass, because you need to write from several different angles and personalities, but it's not bad if you do a lot of reading. Main characters are obviously easier than the loads of unique NPCs you'll have to come up with.
All in all, to make the best RPG with RPG Maker, you would need someone to do art assets, someone do to music assets, someone who can program the special features you might want, and the three of you can share the load of level design and writing if you wanted to minimize the team. You need at LEAST 3 people to make a B or even C list game that would net you each a semi-okay profit.
The good news though is that, if your game takes off well enough to warrant a sequel, the assets are already there, so you can spend more time on level design and writing, and a minimal amount of time on updating assets and creating new ones, plus if that was your goal you might even have a little money to hire an additional person. All it takes is one good game that made a little profit to start turning out more.
