it's gotten better. call a cab lately? you better be really nice with those folks. Also, it's best to get a card from the driver and tip him decently. like 25 percent at least to get a reliable ride.. just give him (or her or 51 facebook gender specifics) a few hours notice. (regarding reliable Cab service)
Why? The cab driver has to bend over backwards because people would rather ride in a POS 87 hatchback than a well maintained taxi. -

Uber used to have a rule of 8 years or newer but has laxed it's policy down to 12 years or newer. No one who drives for uber drives a POS 87 hatchback.
Most cabs stink to high hell while Uber and Lyft have a policy to try and make the car smell decent. -
