It's probably memed because she looks like one of those classic Anime memes her facial expression is cute with the hands .. this could be used as simply "OMG" or something along that lines. you could trace her face and expression with the hands and make a cute emoji out of it.
it has nothing to do with gender or ethnics does it? maybe the original post with story but that photo is is funny. -

Those studies are extremely selective and most certainly not accurate. israel reports an average IQ of 95 (most countries overstate theirs by weighting testing to their highest-scoring demographics, but it's still the best yardstick we have), so breaking down their demographics gives a much more likely result of Ashkenazi jedis having an average IQ of 95-100 which is still above average but not absurdly so. As an aside, jedi IQ is typically skewed toward high verbal scores and low spacial scores.
