   They are. But in that area at a certain time of year around seal island the great whites gather to hunt the seals swimming from one part to another. There are plenty of videos documenting how they attack from below jumping high out the water with a mouthful of seal, which from below is very similar looking to a surf board. Most surfers that are attacked are because the shark mistook them for seals.
