    The intelligence community has a long history of doing this sort of thing with motels, hotels, apartment buildings, any place people would rent really. That includes vice cops, FBI and even CIA and military intelligence posing as regular citizens.
    
    Everything is bugged nowadays, and the feds no longer need to plant a camera to image the inside of buildings with extremely good detail.
