Not really. Those are just the two most populous groups in the USA, so of course you see more meth head whites/hispanics than other races. In my city I see a lot more black junkies than anything.
PCP is basically nonexistent except for a few cities on the east coast like Philly and Baltimore. Everybody smokes weed.
The only drugs I can really think of that are predominantly used by a certain race is psychedelics, but that's mostly just because well educated and wealthy people (white people) are more likely to use psychedelics than people who are not well educated or wealthy.
If anything, meth is an Asian drug. More prevalent than even weed smoking in a lot of parts. But in the USA it really depends on where you live.
