While writing my (totally non-nefarious) NiS bots, I have pretty much had to create my own REST-like API. Once you break down the content delivery system like that, you could theoretically access it, and interact with it, however you want.

I was actually using elinks to browse this site for a while. I was doing some contract work and they were kinda cunts about making me be there at certain hours even though I spent literally the majority of my time there with nothing to do waiting for other people to finish their pieces of the project or waiting on code review or waiting for designers to stop bickering with product owners. I figured having some terminal looking thing open would draw less attention than "we want to go to space and do drugs" banners and whatever you degenerates post on here. It was interesting, I ended up making a few changes to make things play better with text mode browsers, things like buttons with images on them had to get textual descriptions, stuff like that. I actually think the design felt cleaner after that, looking at a page in a text mode browser helps you see all the little things that you can sweep under the rug when you just style away and ignore abuse of element semantics.
OT though I don't know of any text mode BBSs operating, the MUD community is the closest thing I can think of. Oh, lobste.rs used to have a telnet interface which I think would count but I think they discontinued it.

I was just on a few not long ago. They still work perfectly. Use your built-in dialup modem at 33.6 and HyperTerminal for TelNet. Many are still ratio, but there are many which are no ratio as well.
