I can make money, but it requires my time. Taking 5-6 hours to drive around to make/save $400-$500 is worth it, but I believe that I could maximize profits with less legwork.
How can this be done without organizing a criminal enterprise?
Or does it matter?

Clearly this is drug related.
That rate of pay sounds pretty equivalent to when I was doing the same thing many years back.
Your options are either:
A) Realize that you're making a pretty damn substantial wage compared to most people and just STFU and do your work.
B) Subcontract to one or more other drivers, but take a reasonable cut. One way this can backfire, though, is you end up with a bullet in the dome because you started involving people without express consent from your higher ups.
C) Make the move up the chain. The real money is in working the re-up spot. Several drivers come to you with a wad of cash, and you reload them with a wad of drugs.
