I could close registration and that would get rid of him, but it's not ideal. There are things like browser fingerprinting and super cookies and stuff I could do but I consider that generally privacy intrusive and you can work around it. Mods might reduce the amount of dickspam remains live but it doesn't really fix the problem.
For the time being I'm content to let finny entertain himself solving captchas. -

2019-03-03 at 10:03 PM UTCOnce registration is closed, members will begin to cannibalize one another, and as members leave, the place gets deader and deader. Then when reg is opened again, finny will be right there again and you'll be back to square one, but less members.

This might be a reasonable feature for spam purposes, although we've already seen the evolution of the world's most diseased dick into ASCII art form so it's not the final solution. It would take a little retooling as the notion of controlling BBCode on a per-author rather than per-viewer basis doesn't really exist yet.
I'm not sure about it on the privacy front. I'm not convinced you have any more reason to trust an established poster vs. one who just signed on with the kind of info embeds potentially reveal. If you're worried about embeds you should just disable them, not trust one group of strangers over another. The exception is with PMs which is something I've meant to address for a while (disabling embeds in PMs but leaving them on on the rest of the boards) but that's a different topic. -
