That's true, but most people these days are "plastic people". They don't care about fresh air so much as long as they have shiny toys like smart phones and flat screens. They are not bred to have any will power. Orbiting satellite terminals which can scan the entire surface of the planet and locate and identify any living organism, even if underground.
