When someone calls my mobile , often times they will be told I am not able to take calls and they are sent to voicemail. This occurs even while my device shows good signal, I can make outbound calls just fine, send and receive SMS, and use mobile web. When I am left a voicemail the time-stamp is read off as two hours earlier than my actual time. I can't narrow things down any more closely, sometimes the calls make it thru to me just fine.
I want to find out what the problem is, whether it is my device or carrier because this is driving me nuts. How do I figure it out?

Roll a fresh ROM, see if it still does that. Might be your firmware fucking things up.

What OS? It sounds to me like a carrier issue. You can try like Sophie said and reinstall your OS or a new OS. Best to call your carrier and find out. They'll most likely have you update your PRL and other things.
