If you're willing to do a little bit of coding, or are willing to trust peoples' scripts on the Internet, AutoHotKey is pretty fucking awesome.
It allows you to not only set up custom hotkeys, but you can add your own custom logic too which just exponentially increases the possibilities.
I use it for all kinds of things.
Other than that, it depends on what in particular you want to customize.

Oh, and Grease monkey/TamperMonkey. It's an add-on for browsers that allows you to add your own custom JavaScript to any page you visit.
Its the reason I no longer have to deal with infinityshock spam.
