   what exactly do they mean when they say that somebody is "armed and dangerous"? like is there certain criterion to establish that they do in fact have a weapon and are willing to use it? what if somebody is dangerous but not armed, or vice versa, are there designations for those situations as well? the way they use it they might as well just say WATCH OUT

   I dunno, the way the police use it I think it's along the lines of "suspect is armed and doesn't really want to be arrested"
