I misread; he didn't specifically say private funding, he said that he had $23 billion available outside of the funding in the bill. The only real source is his twitter, so there are no specifics yet. A lot of people seem to think funding will come from seizing 'El Chapo's' assets, but I have no idea how many he has inside the US - $23 billion seems unlikely. -
