   That one side of the pentagon was being renovated and reinforced with kevlar windows and kevlar and steal inside reinforced concrete. the entire Pentagon except that one side was already finished. You can read up on that. As a matter of fact, they did part of that wall, the outer parts first and were moving inward. So it's really Coincidal that the one area hit was the area about to be worked on.
