That's not an "incredible sum of money" my a long shot. More than a quarter of the general american population make over $100k. In general government jobs pay less than the private sector. -

Why wouldn't a wall be effective though? It's not supposed to be a panacea, and while the upfront cost is significant it'd put a serious dent in patrol and border enforcement costs (NB: Given the way that government agency budgeting works it's extremely unlikely that the taxpayer would actually benefit from those savings, but that's a different story entirely) over time.
